CONAR Approves New Rules For Betting Advertising In Brazil
Updated framework strengthens requirements covering illegal operators, influencers, responsible gambling and the protection of minors.

Brazil’s National Advertising Self-Regulation Council (CONAR) has approved amendments to Annex X of the Brazilian Advertising Self-Regulation Code, introducing a new framework governing betting advertising.
The changes were approved by CONAR’s Content Council on 27 August and establish updated compliance guidelines for betting campaigns, while expanding the responsibilities placed on advertisers. Protecting vulnerable groups is a central focus, alongside measures addressing illegal gambling websites, influencers, affiliates and responsible gambling messaging.
CONAR Tightens Betting Advertising Standards
The new framework was developed by CONAR’s Betting Working Group, which included representatives from the gambling sector and consulted relevant authorities. Hundreds of consumer submissions were also considered, alongside previous decisions made by the Ethics Council and safeguards identified through international standards.
Among the changes are expanded measures designed to detect, remove, prevent and deter advertising linked to illegal gambling platforms. Mandatory responsible gambling warnings will also receive greater prominence in accordance with SPA/MF Ordinance No. 1,964/26.
CONAR is additionally tightening oversight of influencers and affiliates involved in betting promotions. The framework outlines an accreditation programme for influencers authorised to participate in gambling advertising campaigns, alongside monitoring of content published by accredited individuals.
The new rules will also provide updated guidance based on previous decisions concerning gambling promotions considered to have breached advertising standards, providing advertisers with additional examples of how responsible gambling requirements should be applied.
Greater Protection For Children And Adolescents
A specific checklist has been developed to reduce the exposure of children and adolescents to gambling advertising. The measures include restrictions on creative elements considered particularly likely to appeal to younger audiences.
CONAR specifically identified humanised animals as an example of content that could increase the likelihood of minors engaging with betting-related material. Their use is therefore expected to be restricted to operators’ proprietary channels where appropriate age-verification mechanisms are in place.
The checklist also establishes measures intended to ensure betting promotions are clearly targeted towards adults, forming part of the wider effort to limit the exposure of underage audiences to gambling marketing.
New Framework To Be Published
The revised Annex X is scheduled to be published alongside Content Council Resolution No. 01/2026, the Betting Advertising Self-Regulation Framework and the new checklist covering the protection of children and adolescents.
CONAR President and Content Council President Eduardo Simon attended the meeting alongside council members and representatives of the organisation’s technical team, including Executive Vice President Juliana Albuquerque and Director of Case Monitoring and Ethics Council Coordination Vitor Hugo do Amaral Ferreira.
The changes represent the latest development in Brazil’s evolving approach to gambling advertising following the introduction of its regulated betting and online gaming market, with CONAR strengthening its self-regulatory standards across operators, affiliates and other parties involved in promoting betting products.
