Boost for Brazil’s Federal Police as Betting Tax Diversion Plan Lands on President’s Desk

A legislative push to funnel a larger slice of Brazil’s gambling tax windfall directly into police funding has cleared a major hurdle and now awaits the final signature of President Luiz Inácio Lula da Silva.

On Wednesday, 8 July, the Senate Plenary gave the green light to a provisional measure that significantly alters how betting revenues are distributed. The core beneficiary of the move is the Fund for the Equipping and Operationalization of Federal Police Core Activities (Funapol).

Under the newly approved framework, Funapol’s share of gambling tax revenue will experience a staggered, multi-year increase to bolster law enforcement resources:

  • Current Allocation: 0.5%

  • 2026 Allocation: 1%

  • 2027 Allocation: 2%

  • 2028 Onwards: 3%

According to reports from Senado Notícias, the newly secured capital will be specifically ring-fenced to fund and support essential healthcare expenses for federal police officers. The bill now rests with President Lula da Silva, who holds the executive power to sign the measure into law.
