Brazil Federal Government Brings Experts Together to Shape Safer Regulated Betting Environment

The Federal Government has convened leading specialists to assess the evolving regulated betting landscape in Brazil, as the sector continues its rapid expansion and anticipation builds ahead of the World Cup.

With growth accelerating, user protection has been placed firmly at the centre of the agenda. Last Tuesday (16), the Secretariat of Prizes and Bets (SPA) hosted a meeting in Brasília dedicated to strengthening safeguards for online gambling consumers.

The inaugural Gambling Consumer Protection and Responsible Gaming Seminar brought together public authorities, institutional partners and industry operators at the National Institute of Criminalistics (INC). The aim: to develop coordinated strategies for a more resilient regulated market, protected against fraud and focused on reducing harm to customers.

How authorities plan to strengthen user protection in regulated betting

The event opened with the signing of a Technical Cooperation Agreement (ACT) between the Ministry of Finance and the Ministry of Justice, establishing a framework for closer information sharing and the development of public policies designed to reduce digital risks.

During the opening panel, the Secretary of Prizes and Bets, Daniele Cardoso, stressed that the current phase requires more than regulatory compliance alone:

“The programme for this event was designed to listen, promote the exchange of experiences and build solutions together. Alongside these experts that we have gathered today, we will think about consumer protection and defense, from the perspective of health, advertising and those who can resolve conflicts in the most varied instances within a company structure. So, I think that throughout this day we will discuss not only regulatory obligations, but think about the implementation of good practices in this sector”, highlighted the secretary.

Mental health, advertising oversight and consumer safeguards

The seminar then moved into a series of specialist panels addressing some of the most sensitive issues in online betting.

Health officials from the Ministry of Health, alongside psychiatric experts, examined gambling addiction and problem gambling, focusing on the strengthening of psychosocial support networks and intervention strategies.

In parallel, representatives from Procon, public defenders and consumer law specialists explored how current regulations intersect with emerging legislation governing the betting sector. Discussions centred on preventing over-indebtedness among families and improving responses to potential legal disputes.

Advertising practices were also placed under scrutiny. Leaders from the National Advertising Self-Regulation Council (Conar) and marketing professionals discussed how operators can ensure responsible communication across digital and social platforms, particularly in relation to vulnerable audiences.

Finally, customer service and compliance specialists underlined the importance of efficient ombudsman structures within operators, highlighting their role in resolving user complaints quickly and maintaining trust in regulated platforms.
