US Gaming Giants Join Forces to Run Brazil State Lottery for 15 Years

Two US gaming groups have teamed up to secure a 15-year licence to operate a new state lottery in São Paulo, marking a significant development for Brazil’s lottery market.

Lottery and gaming supplier Scientific Games and a subsidiary of NYSE-listed Brightstar Lottery PLC confirmed they have formed a joint venture, SP Loterias SPE SA (SPL), after reaching an agreement with the São Paulo state government.

Under the deal, SPL has been awarded the licence to run the state lottery, one of the largest in Latin America, for the next 15 years. Industry observers have described the agreement as a landmark moment for the Brazilian lottery sector.

The new operator will be responsible for delivering a wide range of lottery products, including instant and passive lotteries, e-instant games and draw-based offerings. These products will be made available across both retail outlets and digital channels, creating what the partners described as a fully integrated lottery ecosystem.

The venture is expected to serve São Paulo’s population of around 44 million people, while also generating revenues earmarked for public initiatives, including investments in healthcare, in line with the state’s policy of linking gambling activity to social benefits.

Brightstar’s chief operating officer for Italy and international lottery operations, Marco Tasso, said the group was pleased to help introduce “new and exciting lottery options to the 44 million residents of São Paulo”.

Scientific Games president of international operations Michael Conforti added that the partnership was the outcome of months of collaboration.

“This agreement is the result of extensive joint work to ensure that the new state lottery meets the needs of all stakeholders,” he said.

With the concession now secured, SPL is expected to begin rolling out lottery products across São Paulo as the state continues to expand and modernise its regulated gaming framework.
