Denmark Opens New Licensing Framework for Land-Based Bingo Providers

Denmark has formalised a new framework for land-based bingo operations, providing a fresh opportunity for providers to enter the market. The licensing process, now open, sets a launch date of 1 January 2025 for successful applicants who submit their documentation by 10 December 2024.
Key Application Details
To secure an early launch, applications must be completed accurately and include all required attachments. A non-refundable fee of DKK 20,000 (£2.3k) is required upon submission, with licenses valid for five years. Renewals will incur an additional fee of DKK 10,000 (£1.1k).
Annual fees will be determined by the provider’s taxable Gross Gaming Revenue (GGR).
Special Conditions and Oversight
Denmark’s gambling authority, Spillemyndigheden, may issue special case licenses if further clarity is needed during the application process. Applicants will be given a hard deadline to meet these conditions.
Additional application requirements include:
- Submission by executive board members, stakeholders, and a local representative if the business operates outside the EU or European Economic Area.
- No outstanding public sector debt.
- Submission of company criminal records and debt declarations for regulatory assessment.
Spillemyndigheden also reserves the right to demand the resignation of any individual within a licensed company who has a criminal conviction posing potential risks.
Regulator Support
To assist stakeholders, Spillemyndigheden will host an information meeting on 5 December to provide detailed guidance on the application process and compliance requirements.
This liberalised framework marks a significant step in opening Denmark’s land-based bingo market, offering providers a clear path to enter a regulated and competitive environment.
