Daniele Cardoso Confirmed as Head of Brazil’s SPA
Cardoso had been serving as Acting Secretary of Prizes and Betting since her appointment by the Brazilian government at the end of January.

Brazil’s Ministry of Finance has officially appointed Daniele Cardoso as the permanent head of the country’s gambling regulator, following her interim succession of Regis Dudena.
Cardoso had been serving as Acting Secretary of Prizes and Betting since her appointment by the Brazilian government at the end of January. She steps into the role on a permanent basis after Dudena – who led the early development of Brazil’s online betting and gaming framework – moved on to head the Secretariat for Economic Reforms (SRE) within the Ministry of Finance.
Her confirmation was announced on X by Brazil’s Minister of Finance, Dario Durigan, who said:
“Nobody does anything alone. We are a serious, united, and technical Ministry. Women and men committed to making a difference every day, working for the prosperity of Brazilian families.”
SPA priorities continue to develop
Cardoso has already played a key role in shaping Brazil’s evolving online gambling landscape during her interim tenure, and will now take full leadership of the SPA’s next phase.
Among the regulator’s immediate priorities is the finalisation of regulations for B2B iGaming and sports betting suppliers.
The SPA also continues to oversee several key areas following recent developments, including the rollout of Brazil’s national self-exclusion system.
Tackling the illegal market remains high on the agenda, with efforts focused on improving channelisation rates. This includes measures such as blocking unlicensed operators in collaboration with the National Telecommunications Agency (Anatel).
