Entain CEO Expects Brazil Betting Market To Reopen Despite Government Ban

Entain CEO Stella David has expressed confidence that Brazil’s regulated betting market will eventually reopen, with the gambling group preparing for a potential return through its Sportingbet brand following the government's decision to prohibit online gambling.

Speaking during Entain’s third-quarter earnings call on 15 October, David acknowledged the uncertainty surrounding Brazil’s regulatory future but suggested the current restrictions were unlikely to represent the permanent end of the licensed market. The comments follow President Luiz Inácio Lula da Silva’s provisional measure of 25 September, which forced licensed operators to suspend their activities in the country.

The restrictions have already affected Entain’s performance, with Brazilian net gaming revenue (NGR) declining 36% year-on-year during the third quarter. However, David maintained that Sportingbet’s established presence and strong recognition among Brazilian customers would leave the group well positioned should the market reopen under a revised regulatory framework.

Entain Preparing For Multiple Regulatory Scenarios

Brazil’s provisional measure remains subject to congressional consideration, with the current 120-day period allowing for the restrictions to be approved, amended or revoked. The uncertainty has prompted Entain to prepare for several potential outcomes, including the possibility that online sports betting could return while casino gaming remains prohibited.

“Clearly, we don’t know exactly what’s going to happen,” David told analysts. “At the moment, the provisional measure is for 120 days, at which stage it either gets ratified, changed, or revoked and so we are planning for multiple potential scenarios.

“But ask me for my best guess. I think the market will reopen in some form or another and we will be back there.”

David highlighted Sportingbet’s long-standing position in Brazil, explaining that approximately 70% of the brand’s business is derived from sports betting. She suggested this would provide Entain with an advantage if the government ultimately permitted sports wagering while maintaining restrictions on online casino products.

The CEO also believes Sportingbet’s existing brand recognition could prove valuable if tighter advertising restrictions form part of any future regulatory framework. Nevertheless, Entain intends to assess the conditions of a potential reopening before committing further investment.

Sportingbet To Maintain Cautious Investment Strategy

Entain had already reduced its investment appetite in Brazil before the September shutdown, prioritising profitability over aggressive customer acquisition in what executives had previously described as an unpredictable market. Brazilian NGR declined 25% on a constant currency basis during the first half of 2026, partly reflecting unfavourable sports betting margins.

David defended that approach during the earnings call, arguing that the sudden closure demonstrated the financial risks associated with investing heavily in markets exposed to significant regulatory uncertainty.

“Prior to the market being shut down, we were already taking what we would call a pragmatic approach to making sure that we were investing in the right sort of customer and not chasing volume at any cost,” she said.

Entain has retained a relatively small team in Brazil while awaiting greater clarity, with employees currently supporting other areas of the business. David indicated that any return would be managed carefully to avoid operating at a loss while the longer-term regulatory environment remains uncertain.

UK Growth Supports Third-Quarter Performance

Despite the disruption in Brazil, Entain reported a 2% increase in group NGR during the third quarter, while online revenue rose 3%, or 5% excluding Brazil. The UK and Ireland delivered particularly strong results, with online NGR increasing 14% and total regional revenue climbing 8%.

David attributed the improvement to investment in customer experience and digital products, including a refreshed Ladbrokes application and further enhancements across the Coral and Ladbrokes platforms. The group reported continued market share gains in the region, supported by online volume growth of 15% despite unfavourable sporting results.

Entain nevertheless expects its full-year EBITDA to finish towards the lower end of its previously announced £910 million to £960 million guidance range, reflecting the impact of Brazil’s closure. Excluding Brazil, the group expects full-year online NGR growth towards the upper end of its 5% to 7% constant currency forecast.

David Warns Against Further UK Gambling Tax Increases

David also used the earnings call to reiterate concerns over a potential increase in Machine Games Duty (MGD), amid speculation that the UK government could double the standard rate to 40% in the Autumn Budget.

She warned that further increases could accelerate betting shop closures and job losses, citing industry-commissioned analysis suggesting approximately 1,500 shops and 16,000 jobs could be at risk. David also claimed that 630 betting shops had closed across the industry over the previous year, before any additional increase in MGD.

“The most important point is that we get our message across that putting the taxes up closes shops, reduces jobs, and reduces tax intake,” David said.

Although she argued that higher duties could damage the wider retail betting sector, David maintained that Entain would be comparatively well positioned to manage any disruption. She pointed to the group's established Ladbrokes and Coral retail networks and suggested that its operational strength could allow it to gain market share even if further tax increases were introduced.
