The Philippine Amusement and Gaming Corporation (PAGCOR) has granted iGaming technology and service providers a vital two-month grace period, pushing the final deadline for transitional B2B supplier accreditation to 30 September 2026 following widespread administrative bottlenecks.

The cut-off was originally scheduled to take effect on 31 July 2026. A Structural Shift in Supply Chain Regulation

The new regulatory framework represents the first time the Philippines has introduced comprehensive oversight across its entire B2B gambling supply chain.The move follows a multi-year effort to replace the former Philippine Offshore Gaming Operators (POGO) system, which had fallen under intense scrutiny over financial crime links.

Gaming and legal analyst Marie Antonette B. Quiogue described the accreditation push as a "significant shift" for the sector, noting that the direction is "consistent with the best practices" adopted in mature international jurisdictions like the UK, Malta, New Jersey, Germany, and Ontario.Under the transitional terms, existing B2B vendors that submitted initial applications by 31 May 2026 were permitted to continue trading through the grace period while completing their full submissions.

Administrative Hurdles and Market Impact

Compliance specialists noted that the vetting process has proven particularly intensive. Ivan Kiselev, Co-Founder of licensing consultancy My Gaming License, pointed out that the framework demands extensive documentary filings, probity checks, technical inspections, and laboratory testing.

According to official PAGCOR data as of 20 July 2026, only 66 B2B accreditations had been fully processed, with game developers making up the vast majority:

  • Game Providers: 41
  • Aggregators: 13
  • Customer Support Providers: 4
  • Marketing Agencies: 3
  • Payment Gateways: 2
  • KYC Vendors: 2
  • Testing Laboratories: 1

Had the 31 July 2026 deadline been enforced, the country’s 60 licensed online operators would have been left with a dangerously thin pool of approved auxiliary vendors. Highlighting the risk to essential infrastructure, Kiselev noted "The real constraints sit in the thin support categories." He cautioned that having so few accredited payment and identity verification providers could have exposed the domestic market to operational vulnerabilities in the event of technical downtime or compliance disputes.

What Comes Next for Vendors

While PAGCOR has not disclosed the total number of applications currently sitting in the pipeline, the extension gives pending suppliers time to finalize their credentials without disrupting ongoing commercial contracts. Looking ahead, Kiselev expects future onboarding to shift to a rolling application process. However, new entrants moving forward are unlikely to receive temporary permissions to operate while their applications are under review—a process that can take several months to clear.For existing operators and suppliers currently in the queue, the extension offers crucial breathing room as the regulator works to complete its sweeping market reform.
