Visualize Group Expands Gaming Compliance Reach With eCOGRA Acquisition
The deal marks Visualize’s second major investment in gaming compliance this year, following its acquisition of BMM Testlabs, and signals a clear strategy of building scale across regulated gaming assurance services.

Visualize Group has agreed to acquire eCOGRA from Hanover Investors Management LLP in a move that further strengthens its position in the global gaming testing, inspection, certification and compliance (TICC) sector.
The deal marks Visualize’s second major investment in gaming compliance this year, following its acquisition of BMM Testlabs, and signals a clear strategy of building scale across regulated gaming assurance services. Financial terms of the transaction were not disclosed.
Once completed, eCOGRA will continue to operate as an independent business under its existing leadership team, with Chief Executive Officer Will Shuckburgh remaining in post.
Founded in 2003 and based in London, eCOGRA is a well-established provider of testing, certification and compliance services for the international iGaming industry. The company works with software developers, platform operators and regulators across more than 50 jurisdictions, helping ensure that gaming products meet regulatory standards and that game fairness and integrity are independently verified.
The acquisition reflects growing demand for compliance infrastructure as regulated gaming markets expand globally. Independent testing has become a core requirement across many jurisdictions, particularly as new markets open and existing regulatory frameworks become more complex.
Visualize said eCOGRA will continue to operate alongside BMM Testlabs, with both organisations maintaining separate accreditation structures, methodologies and operational independence. However, the group plans to invest in shared infrastructure, with the aim of increasing capacity, improving efficiency and reducing turnaround times across both online and land-based gaming sectors.
As part of the transaction, Visualize also intends to extend its employee ownership programme to eCOGRA staff, enabling broader participation in long-term value creation within the group.
Commenting on the deal, eCOGRA Chief Executive Officer Will Shuckburgh said the partnership would provide the resources needed to scale operations while maintaining the independence and regulatory trust that underpin its certification services.
Visualize Founder and Managing Partner C. C. Melvin Ike said compliance and testing firms play a central role in maintaining trust within regulated gaming markets:
“Regulated gaming testing and certification services play a critical role in maintaining trust between operators, regulators and players. Our objective is to strengthen eCOGRA’s market position by investing in operational capability and innovation while meeting rising global demand for high-quality compliance services.”
David Cowan, Managing Partner at Hanover Investors, said eCOGRA had strengthened its international footprint and technical capabilities under its ownership, adding that Visualize was well placed to support the company’s next stage of growth as global regulation continues to expand.
Founded in 2023 and headquartered in New York, Visualize Group focuses on investing in mission-critical businesses operating in regulated industries, particularly those undergoing ownership transitions and strategic transformation. The firm’s approach combines operational improvement with long-term capital deployment.
The transaction remains subject to regulatory approvals and customary closing conditions.
