Finland’s Regulated Gambling Market Draws 50 Licence Applications Ahead of 2027 Launch

The figure, confirmed by the Finnish regulator, has already reached the upper end of industry forecasts despite there still being 13 months until the launch of the new licensing regime on 1 July 2027.

Finland’s Regulated Gambling Market Draws 50 Licence Applications Ahead of 2027 Launch

Interest in Finland’s forthcoming regulated online gambling market continues to gather pace, with around 50 operators already submitting licence applications more than a year before the market officially opens.

The figure, confirmed by the Finnish regulator, has already reached the upper end of industry forecasts despite there still being 13 months until the launch of the new licensing regime on 1 July 2027.

Industry Rush Follows End of Monopoly Era

Finland is preparing to transition from its long-standing gambling monopoly system to a multi-licence framework, becoming the latest European jurisdiction to embrace a regulated competitive market.

The reform follows similar moves by Sweden and Denmark and marks the dismantling of one of the European Union’s last major online gambling monopolies.

The country’s new Gambling Act was approved by the Finnish Parliament in December 2025, paving the way for licensed operators to enter the market from July 2027. Since the application process opened on 1 March 2026, Finland’s National Police Board has received 50 business-to-consumer licence applications.

The total represents significant growth from the 24 applications reported at the end of March and suggests operators are keen to secure an early foothold in one of Europe's most anticipated newly regulated markets.

International Operators Lead Applications

According to Juha Katainen, the majority of applications have come from international gambling companies.

He said:

“The complexity of processing and evaluating applications is affected by the fact that the majority of applicants are foreign.”

The regulator is responsible for assessing each applicant’s corporate structure, financial stability and anti-money laundering controls before licences can be granted.

Katainen added:

“The reliability and suitability of the applicants will be evaluated on the basis of documents, such as register extracts, certificates and various reports, submitted by the applicant.”

The National Police Board has encouraged operators to provide complete documentation at the outset, warning that repeated requests for application updates can slow the review process.

Six-Month Approval Timeline

Regulators have indicated that licence applications are currently taking approximately six months to process due to the volume of submissions being received.

Operators are also required to pay a non-refundable application fee of €29,000 before entering the formal assessment stage, regardless of whether approval is ultimately granted.

With no deadline for submissions and strong early demand from international brands, Finland appears set to launch one of Europe's most competitive newly regulated online gambling markets when licensing comes into effect in 2027.
