Uruguay has introduced a new regulatory framework aimed at strengthening oversight of online gambling and sports betting platforms, with a clear focus on responsible gaming and consumer protection.

The Ministry of Economy and Finance, through the National Directorate of Lotteries and Pools (DNLQ), has issued Resolution No. 015/2026, setting out mandatory requirements for concessionaires offering international online gambling and sports betting services. The move responds to the rapid expansion of digital gambling and growing concerns around addiction risks, underage access and ineffective self-exclusion controls.

Mandatory identity verification for all users

A central pillar of the new resolution is the requirement for comprehensive identity verification across all licensed platforms. Operators must implement robust processes for new registrations and are also granted a 180-day transition period to verify the identities of existing users.

Concessionaires will be required to use advanced authentication methods, including in-person or remote identity checks, biometric verification and so-called “proof of life” procedures. All verification must be carried out using official services from the National Directorate of Civil Identification and delivered exclusively by state-accredited providers, ensuring reliable age and identity validation.

International responsible gaming certification

The regulation also requires quiniela operators to obtain Responsible Gaming Certification (Level 4) from the World Lottery Association within a defined timeframe. This aligns Uruguay’s market with the highest international standards for responsible gambling policies and controls.

In parallel, online platforms and mobile apps must provide clear, visible and direct access to responsible gaming resources. These include information on problem gambling prevention, self-exclusion tools, behavioural risk indicators, support hotlines and links to recognised responsible gaming organisations.

Tighter advertising and communications standards

The resolution reinforces existing restrictions on gambling advertising, particularly around the protection of minors. All promotional and commercial communications must explicitly state that gambling is prohibited for under-18s and must actively promote responsible gaming messages.

These rules apply across all digital channels, requiring operators to ensure their marketing strategies reflect higher levels of social responsibility and regulatory compliance.

Part of a broader regional shift

Uruguay’s updated framework reflects a wider trend across Latin America, as regulators modernise gambling laws to keep pace with digital platforms. By combining strict identity controls, international certification requirements and enhanced advertising rules, the country is positioning itself as a more secure and transparent online gambling jurisdiction.

Rather than simply increasing restrictions, the resolution represents a recalibration of regulatory standards, placing player protection and responsible gaming at the centre of Uruguay’s evolving online gambling market.
