Brazil Set to Become World’s Fifth-Largest Betting Market in 2025 Following First Year of Regulation

Brazil is on course to finish 2025 as the world’s fifth-largest regulated betting market, with estimated revenues projected to reach USD 4.139 billion (approximately BRL 22 billion). The figures, published by BBC Brasil, are based on data from international sports and leisure consultancy Regulus Partners.

The achievement comes in the first year since Brazil’s formal regulatory framework came into effect — a development analysts say confirms the country’s significant long-term growth potential within the global betting industry.

“Brazil has very strong economic power. The sports betting regulation that came into force this year has significantly contributed to the country’s rise in the global ranking. A regulated market that creates jobs, pays taxes, and sponsors national sports is beneficial for the economy,” said Bernardo Cavalcanti Freire, legal consultant at ANJL and partner at the law firm Betlaw.

According to the report, Brazil is already closing the gap on the third and fourth largest markets, Italy (USD 4.617 billion) and Russia (USD 4.515 billion). The United Kingdom ranks second globally with an estimated USD 9.901 billion in revenue, while the United States remains the clear leader at USD 17.312 billion. Trailing Brazil are Australia (USD 3.660 billion), Canada (USD 3.000 billion), France (USD 2.890 billion), South Africa (USD 2.520 billion) and Germany (USD 1.900 billion).

Regulus Partners’ projections are derived from a combination of publicly available financial reports from listed companies and estimated betting volumes, adjusted to account for tax deductions.

Industry leaders believe the Brazilian market is still in its infancy, with substantial growth yet to come.

“The country has a market in full development. Brazil has all the potential for regulated and responsible gaming to thrive. Industry expectations are very high,” said Alex Rose, CEO of InPlaySoft.

A number of factors have been identified as accelerating Brazil’s rapid ascent, including the COVID-19 pandemic between 2019 and 2020, the widespread adoption of the Pix instant payment system, and the introduction of enhanced regulatory standards since January focused on consumer protection, transparency and responsible gambling practices.

“The results from the first year of regulation demonstrate the Brazilian market’s ability to operate with cutting-edge technology and highly qualified labor, comparable to that of the United States and the United Kingdom,” noted Nickolas Ribeiro, founder and chairman of Ana Gaming.

“It is a new market, still in the maturation process, but extremely promising. In some cases, it is already seen as a reference in South America,” said Rafael Borges, CEO of Reals.

“This progress is a direct result of a safer and more transparent environment that allows investments in technology, innovation, and responsible communication. Brazil has all the conditions to soon become a global reference in regulation and best practices,” concluded Vitor Silveira de Andrade, CAO of 1PRA1.
