Gambling Commission Publishes Final Report on Illegal Online Gambling

Great Britain’s Gambling Commission has released the fourth and final report in its series examining illegal online gambling.
Launched earlier this year, the series aimed to deepen understanding of consumer engagement with illegal online gambling, the associated risks, and the measures being taken to disrupt it. Previous reports explored consumer awareness, drivers and motivations, engagement trends, and enforcement activity.
Today’s report, “Estimating the size of the illegal online gambling market”, focuses on the challenges of quantifying an activity that is, by definition, hidden. The Commission notes that while understanding the scale of the illegal market is crucial for effective enforcement and policymaking, producing accurate estimates is inherently difficult.
Reliable data is limited, and assumptions are often necessary to fill gaps, meaning confidence in any single figure is constrained. The report draws comparisons with other illicit industries, such as the trade in illegal tobacco, where government departments face similar estimation challenges.
Although no definitive market size has been published, the Commission says its research has strengthened the evidence base and improved understanding of both consumer behaviour and the tactics employed by illegal operators.
