Kosovo's Gambling Ban Explained: What Law No. 06/L-155 Actually Says
Kosovo's 2019 law prohibits all games of chance nationwide, with no exception for sports betting, lottery or online casino, and no built-in expiry date.

Kosovo remains one of Europe's most restrictive gambling jurisdictions. Law No. 06/L-155 on the Prohibition of Games of Chance, dated 28 March 2019, prohibits and closes all games of chance throughout Kosovo.
Key points of the law
Scope: the ban covers all games of chance, not only casinos.
No exceptions: online casino, sports betting and lottery receive no carve-out in the enacted text.
Previous regime repealed: Article 2 abrogates Law No. 04/L-080 on Games of Chance and its implementing instruments.
Timing: the law was published on 24 April 2019 and entered into force 15 days later.
The "ten-year ban" misconception
The prohibition was widely described at the time as a ten-year ban. The enacted text, however, contains no sunset clause, so an automatic reopening of the market in 2029 should not be assumed.
