AGCO Bans Mandatory Purchase of Charitable Lottery Products
Organisations with active licences that already include mandatory purchase requirements may continue operating under those terms until their current licence expires.

The Alcohol and Gaming Commission of Ontario (AGCO) has updated its Lottery Licence Policy Manual (LLPM) to prohibit the mandatory purchase of charitable lottery products, including raffle tickets. The new rule came into effect on 3 October.
Organisations with active licences that already include mandatory purchase requirements may continue operating under those terms until their current licence expires. However, those without such provisions cannot introduce them, and no new licences permitting mandatory purchasing will be issued.
The AGCO said the change supports its “mandate to regulate in accordance with the principles of honesty and integrity, and in the public interest.”
In August, the regulator also removed the cap on seller commission for paper raffles and media bingo, and lifted the ban on Catch the Ace paper lotteries.
