Philippines Reports 53.5% iGaming Market Share in First Half of 2025
Total GGR reached PHP214.8 billion (£2.8bn), with PHP114.8bn (£1.5bn) generated by iGaming platforms.

Gross gaming revenue (GGR) in the Philippines climbed by over 25% in the first half of 2025, with the online gaming sector overtaking land-based casinos to claim 53.5% of the market, according to the Philippine Amusement and Gaming Corporation (PAGCOR).
Total GGR reached PHP214.8 billion (£2.8bn), with PHP114.8bn (£1.5bn) generated by iGaming platforms. In comparison, land-based casinos and integrated resorts across Metro Manila, Clark, Cebu, La Union, and Rizalcontributed PHP93.4bn (£1.2bn), making up 43.5% of the total. PAGCOR-operated casinos added a further PHP6.56bn (£85.3m), representing a modest 3% market share.
PAGCOR Chairman and CEO Alejandro H. Tengco acknowledged the strong performance of online gaming but stressed the need for balanced, accountable growth.
“Our role goes beyond revenue generation; and as partners of the government in nation-building, we are committed to always strike a balance between enabling industry expansion and ensuring it aligns with responsible gaming standards.”
Tengco highlighted recent regulatory steps, including a Memorandum of Understanding with the Ad Standards Council, as part of efforts to maintain alignment between industry growth and public interest.
The figures underscore the Philippines’ growing reliance on iGaming as a core driver of its gambling economy and PAGCOR’s ongoing role in shaping a regulated and sustainable digital gambling market.
