South Africa’s Democratic Alliance (DA) party is spearheading efforts to reform the nation’s gambling laws by rallying support for the Remote Gambling Bill. This proposed legislation aims to address the fragmented and outdated gambling framework currently in place.
Led by Toby Chance, the DA’s representative on the National Assembly’s Trade, Industry & Competition Committee, the party is leveraging its newfound political influence to gain insights and support for the bill. Stakeholders have until December 8 to provide feedback, with the DA seeking amendments to the National Gambling Amendment Act of 2008.
Shifting Political Landscape
The African National Congress (ANC), South Africa’s dominant political party for nearly three decades, has long struggled to implement comprehensive online gambling regulations. However, the ANC’s political grip weakened during this year’s elections, as it lost its parliamentary majority for the first time in 16 years.
This political shift forced the ANC to form coalitions to maintain power, with the DA now playing a key role in the governing coalition. Traditionally an opposition party, the DA has seized this opportunity to push forward its legislative agenda, including the Remote Gambling Bill.
Objectives of the Remote Gambling Bill
The Remote Gambling Bill has been in development for two years, first introduced in Parliament in April before the ANC lost its majority. The DA argues that the ANC has failed to adequately regulate the online gambling industry, leaving it underprotected compared to the land-based gambling sector.
Key provisions of the bill include:

The DA emphasized the importance of the bill, stating:
“It is Bills like the Remote Gambling Bill that are vital to protect the most vulnerable, and with the ANC below the 50% (governing majority mark), the DA can ensure that this will be the first of many Bills introduced to rescue South Africa.”
Stakeholders and industry participants are encouraged to provide their input on the proposed amendments before the December 8 deadline.
