Philippines Bans Offshore Gambling Operators

President Ferdinand R. Marcos Jr. has enacted Executive Order No. 74, establishing a nationwide ban on Philippine Offshore Gaming Operators (POGOs) and ceasing all related internet gaming activities.
Signed on 5 November by Executive Secretary Lucas Bersamin, the order emphasizes concerns for "national security, public order, and economic stability."
The directive follows assessments from the Department of Finance (DOF) and the Anti-Money Laundering Council (AMLC) indicating that "the social and financial risks linked to POGO activities surpass any economic benefits."
The DOF's study connects POGOs with increased "crime and social unrest" and exploitation of vulnerable groups. Meanwhile, the AMLC report warns of "money laundering and fraud" risks within the POGO sector, affecting the financial system’s integrity.
The order highlights reputational damage from POGO operations as a deterrent to foreign investment and tourism, impacting efforts to establish the Philippines as a "secure investment and travel destination."
All POGO-related activities must "cease and wind up" by 31 December 2024, with agencies like the Philippine Anti-Organized Crime Commission and the Department of Tourism set to enforce the ban, while other departments will work with communities to prevent POGO operations in residential and commercial areas.
