Melco Considering Philippine iGaming Launch, Seaport Says

Melco Resorts & Entertainment is considering launching an iGaming operation at City of Dreams Manila, according to Seaport Research Partners.

The potential launch comes as the casino resort faces increasing competition from rivals operating across both land-based and online gaming.

According to Seaport Research Partners, the possibility was discussed by Melco management at the 2026 Seaport Annual Summer Conference.

City Of Dreams Manila iGaming Plans

Vitaly Umansky, Senior Analyst at Seaport Research Partners, said no decision has been made regarding an iGaming launch.

However, he noted that City of Dreams Manila is currently the only major casino resort in Manila’s Entertainment City without an iGaming operation.

Its main competitors operate online gaming businesses permitted by the Philippine Amusement and Gaming Corporation (PAGCOR).

The potential online launch would therefore give Melco an opportunity to expand its offering as competition within Manila’s gaming market increases.

Melco Keeps Sale Option Open

Alongside the possibility of launching iGaming, Melco continues to consider the potential sale of its operations at City of Dreams Manila.

According to Seaport, the company would consider a divestment if it received a valuation it considered appropriate.

Melco began reviewing “strategic alternatives” for its involvement in the Manila property in February 2025. The review concluded in February 2026 after the company determined that the options considered would not fully realise the property’s value and potential.

The conclusion of the review did not rule out a future sale. Analysts had previously estimated that a transaction could generate close to US$600m for Melco.

Stable Outlook Despite Competition

Despite increasing competition in the market, Seaport has described the outlook for Melco’s Manila business as stable.

The potential iGaming launch and continued openness to a future divestment leave Melco with options for its City of Dreams Manila operations as the Philippine gaming market continues to develop.
