The Curaçao Gaming Authority (CGA) has published a new set of crypto-focused regulatory guidelines for holders of its business-to-consumer (B2C) online gambling licences, setting out enhanced compliance expectations across the full cryptocurrency transaction lifecycle.

Operators will be given until mid-2027 to fully align with the new framework, which could significantly reshape how licensed gambling businesses in Curaçao manage crypto deposits, wagers, withdrawals and treasury operations. The guidelines were publicly shared by CGA marketing and PR advisor Aideen Shortt via LinkedIn.

The updated rules form part of a broader effort to tighten oversight of digital asset activity within the jurisdiction, with requirements designed to align more closely with global anti-money laundering and counter-terrorist financing (AML/CFT) standards.

Key requirements for licensed operators

Under the new framework, iGaming operators will be subject to a range of obligations covering governance, asset handling and transaction monitoring throughout the crypto ecosystem.

Licensees will only be permitted to accept cryptocurrency for gambling activity and will be explicitly barred from operating as exchanges, custodians or virtual asset service providers (VASPs).

Operators must also implement blockchain analytics tools capable of wallet screening, risk scoring and real-time monitoring of both deposits and withdrawals.

In terms of asset management, the CGA has stated a clear preference for fiat-backed stablecoins, while privacy coins, meme tokens and wrapped assets of uncertain origin will require enhanced due diligence or may be excluded entirely.

Strict wallet segregation rules will also apply, with player funds, operational balances and treasury holdings required to remain fully separated. The use of personal wallets or wallets linked to ultimate beneficial owners (UBOs) will be prohibited.

In addition, any funds connected to mixers, tumblers or sanctioned addresses will be banned outright under the new regime.

Phased compliance timeline to 2027

The CGA has introduced a staged implementation process to allow operators time to adapt:

  1. Within three months: Submission of a compliant crypto policy via the CGA portal
  2. Within six months: Completion of risk assessments, due diligence on VASPs, and staff training on new requirements
  3. Within 12 months (by June 2027): Full compliance, including wallet segregation, blockchain analytics deployment, transaction reconciliation systems, and audit-ready recordkeeping

While the framework allows for phased adoption, the regulator has retained the right to accelerate compliance deadlines where elevated risks are identified.

Alignment with global regulatory standards

The updated guidance reflects Curaçao’s efforts to align more closely with international standards set by bodies such as the Financial Action Task Force (FATF). The inclusion of enhanced transparency measures and adherence to the Travel Rule highlights a broader global trend toward stricter oversight of cryptocurrency flows in the gambling sector.

Overall, the CGA’s move signals a clear shift toward tighter regulatory control of crypto gambling operations, with a focus on improving transparency, reducing financial crime risk and standardising compliance expectations across licensed operators.
