For years, the conversation around US iGaming revolved around one question: which state will legalise online casinos next? In 2026, that question has shifted. The industry's attention is increasingly focused on a different vertical altogether – sweepstakes gaming.

Sweepstakes casinos have evolved from a niche loophole into one of the most significant growth stories in North American gambling. They have created a pathway for operators to reach millions of consumers in states where traditional online casino gaming remains unavailable, effectively unlocking a market far larger than the regulated iGaming sector itself. 

Why Sweepstakes Gaming Matters

The US remains one of the most fragmented gambling markets in the world.

While sports betting is widely available, regulated online casino gaming is only legal in a small number of states. Industry estimates show that real-money iGaming is currently available in fewer than ten US jurisdictions, leaving the vast majority of Americans without access to licensed online casino products. 

This gap created the perfect environment for sweepstakes operators.

Rather than using traditional wagering, sweepstakes casinos operate under promotional sweepstakes laws, using dual-currency systems that typically combine entertainment coins with redeemable sweepstakes coins. This structure has enabled operators to expand across much of the United States without requiring the same licensing frameworks as regulated casinos. 

The result is a market that has grown at a remarkable pace over the last three years.

A Market Growing Faster Than Regulation

One of the most telling indicators of growth is the sheer number of operators entering the space.

Industry observers estimate there are now more than 200 active sweepstakes casino platforms targeting US consumers, compared to a relatively small group of established operators only a few years ago. The market has become increasingly competitive, with operators investing heavily in acquisition, retention, loyalty mechanics and game content. 

What makes this especially attractive for suppliers and operators is scale.

A regulated online casino operator can only target a handful of states. A sweepstakes operator, meanwhile, can potentially reach consumers across dozens of jurisdictions, dramatically increasing its addressable market. This has made the vertical a major focus for game studios, platform providers, payment companies and affiliate businesses seeking US growth. 

The Industry's New Customer Acquisition Engine

Sweepstakes gaming is no longer viewed as a temporary workaround.

Many operators now see the model as a standalone business opportunity capable of generating significant player engagement. The format appeals to casual players who may not have access to regulated online casinos while also attracting experienced casino customers seeking alternatives in restricted markets. 

For suppliers, sweepstakes platforms have become valuable distribution channels. Games that might otherwise only launch in a handful of regulated states can now be exposed to a much broader national audience.

This explains why so many B2B providers are actively pursuing sweepstakes partnerships and why investors continue to monitor the sector closely.

The Regulatory Cloud Hanging Over Growth

However, the vertical's rapid expansion has inevitably attracted political scrutiny.

The past 18 months have seen a growing number of states move to restrict or ban sweepstakes casinos. California, New York, New Jersey, Connecticut, Montana and several other jurisdictions have introduced legislation or enforcement measures targeting the dual-currency model. Indiana is set to implement a ban in July 2026, with significant penalties for operators that fail to comply. 

As a result, the legal landscape is becoming increasingly fragmented.

Depending on the source, between 13 and 17 states now either prohibit, restrict or actively challenge sweepstakes operations, while roughly 30-plus states continue to permit or tolerate the model. 

This has created a new strategic challenge for operators: balancing growth opportunities against mounting regulatory risk.

The Next Phase of Evolution

The sweepstakes sector is beginning to resemble the early days of regulated sports betting.

Operators are investing in stronger compliance processes, enhanced KYC checks, geo-location technology and more sophisticated responsible gaming measures as they prepare for increased oversight. Industry participants increasingly recognise that long-term sustainability may depend on demonstrating consumer protections that mirror those found in regulated gambling markets. 

At the same time, some stakeholders are lobbying for regulation rather than prohibition, arguing that formal oversight could generate tax revenue while preserving consumer choice. 

The Bigger Picture

The significance of sweepstakes gaming extends beyond the vertical itself.

It highlights a fundamental truth about the US gambling market: consumer demand for online casino entertainment exists nationwide, but regulation remains geographically limited. Sweepstakes operators have stepped into that gap and, in doing so, created one of the most disruptive segments in modern iGaming.

Whether states ultimately choose regulation, restriction or outright prohibition, sweepstakes gaming has already altered the industry's trajectory. For operators seeking US expansion, suppliers looking for distribution and investors searching for the next growth story, sweepstakes is no longer an emerging niche.

It is one of the defining battlegrounds of the North American iGaming industry.
