The UK’s Advertising Standards Authority (ASA) has issued a new Enforcement Notice targeting gambling advertising that may strongly appeal to under-18s, particularly across social media platforms. The move signals a significant escalation in how online gambling ads will be monitored, with artificial intelligence now playing a central role in enforcement.

Focus on social media gambling ads

The notice applies to gambling advertisements covered by the CAP Code, including both paid-for advertising and organic promotional content posted on operators’ own social media accounts. The ASA has highlighted ongoing concerns that some gambling ads continue to breach rule 16.3.12, which prohibits content likely to have strong appeal to children and teenagers.

The regulator warned that such content should not appear online and that any existing ads falling foul of the rules must be amended or removed immediately.

Immediate compliance expectations for operators

Under the new guidance, gambling operators are being instructed to review all advertising activity, including social media campaigns, influencer content, and branded posts, to ensure full compliance with the CAP Code.

The ASA also emphasised that future advertising must avoid themes, visuals, or styles that could be considered particularly attractive to under-18s, referencing recent rulings that have identified problematic content trends in digital marketing.

AI-driven monitoring to begin in June 2026

A key development in the Enforcement Notice is the introduction of AI-based monitoring technology to actively scan and detect non-compliant ads.

The ASA stated:

“We will begin actively monitoring and enforcing compliance with this Enforcement Notice from 11 June 2026, with the assistance of our AI-based Active Ad Monitoring System…”

This system will be supported by partnerships with social media platforms, allowing for faster identification and removal of ads that breach the rules.

Where violations are found, advertisers will be required to amend or remove content immediately. Continued non-compliance may lead to sanctions, including referral to the hosting platform or escalation to the Gambling Commission.

Broader regulatory implications

The introduction of AI-assisted enforcement marks a notable shift in how UK advertising rules are policed. Rather than relying solely on complaints or manual review, the ASA will increasingly use automated systems to proactively detect breaches at scale across digital environments.

The regulator also indicated that content falling outside the CAP Code remit but still considered harmful or appealing to minors may be referred to the Gambling Commission for further action.

Active monitoring is set to begin on 11 June 2026, giving operators only a short window to ensure compliance. The ASA has made clear that enforcement will be immediate and uncompromising once the system goes live.

For the gambling industry, the message is clear: social media advertising strategies will now need to account not only for creative compliance but also for algorithmic detection systems capable of identifying risky content in real time.
