New Zealand to Introduce 4% Community Funding Levy for iGaming Operators

New Zealand’s government has confirmed that future licensed iGaming operators will be required to contribute 4% of gross gaming revenue (GGR) to community funding under the country’s forthcoming Online Casino Gambling Bill.

Cabinet papers dated 28 November show the measure was introduced amid concerns that the shift to legal online gambling could reduce funding generated by land-based venues. The government expects the levy to generate between NZ$10m and NZ$20m in community returns during the first 12 months from 1 January 2027, depending on market performance.

The funding requirement featured prominently in the Governance and Administration Committee’s recent report on the bill, which received its first reading in Parliament in July. More than 5,000 submissions were made during public consultation, with nearly 4,000 raising concerns about protecting community funding.

In New Zealand, community returns from gambling are distributed to sports clubs and local organisations, supporting grassroots initiatives such as helping Special Olympics athletes attend national competitions. Critics warned that increased online play could divert spend away from venues such as gaming machines, potentially reducing these vital contributions — a risk the new levy aims to address.
