Ukraine to Introduce National Online Gambling Monitoring System
The initiative follows several months of regulatory uncertainty and a wider government crackdown on gambling operations linked to Russia.
Ukraine’s Ministry of Digital Transformation has unveiled plans to develop a national online gambling monitoring system aimed at increasing transparency, improving tax compliance, and curbing the unregulated market.
The initiative follows several months of regulatory uncertainty and a wider government crackdown on gambling operations linked to Russia.
The proposed system will record every legal bet in real time, capturing data on accepted and returned bets, as well as player winnings.
Authorities have said the system will also provide public access to aggregated market data and strengthen the government’s ability to assess tax liabilities across the sector.
Public consultations on the project will be held online on 21 July, with IT companies encouraged to register their participation by 18 July.
In a statement, the Ministry said: “The online gambling monitoring system will become a key tool for qualitative changes in the entire sector.
“We are creating a transparent, open and fair market where the whole country benefits.”
Officials added that the objective is to establish a predictable tax framework and collect feedback from technology providers to ensure the system is “convenient, effective and understandable.”
