Greyhound Racing Mourns the Loss of Lord David Lipsey

Beyond Westminster and the press, Lord Lipsey was a lifelong supporter of greyhound and harness racing. He chaired the British Greyhound Racing Board from 2004 to 2009 and returned to the sport in 2022 as Chair of Premier Greyhound Racing.

Greyhound Racing Mourns the Loss of Lord David Lipsey

The greyhound racing community is mourning the passing of Lord David Lipsey, a tireless advocate for the sport and a respected figure in British politics and journalism, who has died at the age of 77.

Lord Lipsey’s death, confirmed on Tuesday, has prompted tributes from across political and sporting circles, recognising his decades-long contribution to public life, media and the racing industry.

Appointed a life peer in 1999, Lord Lipsey sat on the Labour benches in the House of Lords, where he became known for his intellectual rigour, principled positions and passion for the industries he championed. A former political adviser to Anthony Crosland and No.10 Downing Street, he also enjoyed a celebrated journalism career, notably receiving the Special Orwell Prize in 1997 for his work with The Economist.

Beyond Westminster and the press, Lord Lipsey was a lifelong supporter of greyhound and harness racing. He chaired the British Greyhound Racing Board from 2004 to 2009 and returned to the sport in 2022 as Chair of Premier Greyhound Racing—a joint venture between Entain and Arena Racing Company aimed at revitalising greyhound racing in the UK through investment, welfare initiatives, and enhanced media coverage.

Under his leadership, Premier Greyhound Racing pledged £2.5 million towards prize money and welfare research, with a firm focus on raising standards across 14 UK tracks and strengthening the sport’s integrity. 

He was also outspoken on the importance of welfare, stating:

“Premier Greyhound Racing’s primary objective is to improve welfare, making it nice for the dogs, ensuring they are enjoying themselves.”

An eternal optimist about greyhound racing’s future, he drew comparisons with the resurgence of darts:

“I see absolutely no reason why we can’t do the same with greyhound racing... It can really follow in the footsteps of darts.”

The Betting and Gaming Council described him as “a valued voice in debates” and “a passionate advocate for racing.” 

Michael Dugher, former BGC CEO, commented:

“He told me great stories of being a special adviser in the 70s. Sorry to see you go, Comrade. See you at the great big greyhound track in the sky.”

David Lovell, Founder of DragonBet and a vocal figure within the industry, paid tribute to Lord Lipsey’s legacy, saying:

“Lord Lipsey’s passing is a profound loss to the greyhound racing industry. He was one of the few public figures who truly understood the sport and fought tirelessly for its future. His leadership, passion and credibility gave greyhound racing a voice where it mattered most. We’ve lost a true statesman of the sport.”

Andy Hicks, UK Managing Director at Entain, was equally as saddened by Lipsey's passing:

“We are deeply saddened by the passing of Lord David Lipsey. As Chair of Premier Greyhound Racing, Lord Lipsey brought wisdom, integrity, and an unwavering commitment to the welfare and sustainability of the sport. His leadership helped shape a modern, responsible vision for greyhound racing in the UK—one that balanced tradition with innovation and care for the animals at its heart. He will be greatly missed by all of us at Entain and across the racing community".
