Self-Exclusion Database a 'Top Priority' for Brazil's Gaming Regulator

Brazil’s Secretariat of Prizes and Bets (SPA) has confirmed that creating a self-exclusion database is its "top priority" as it continues to shape regulations for the country's online gaming market.
Following a public consultation on the agency’s regulatory agenda earlier this year – which attracted around 200 contributions – the SPA has now finalised the 13 items on its agenda.
Among its key initiatives, the SPA also intends to introduce a "distinctive seal" to further distinguish licensed operators from illegal ones. Currently, legitimate operators signal compliance by using "dot bet br" at the end of their website domains.
The SPA, which operates under Brazil’s Ministry of Finance, expects to publish the minutes relating to these initiatives during the second quarter of 2025.
From June onwards – and at the close of each quarter thereafter – the regulator plans to release drafts of new regulations and open them up for public consultation.
Looking ahead, the SPA also plans to unveil details of a proposal for a National Betting System in the fourth quarter of 2025. This system aims to improve cooperation between Brazil’s state and federal authorities in overseeing the online gaming sector.
The regulatory agenda stretches into 2026, with the SPA aiming to publish proposals for a review of the sanctioning regime for operator violations in the fourth quarter of that year.
