British Racing Unveils First-Ever Workforce Strategy to Secure Industry’s Future

The Horseracing Industry People Board (HIPB) has launched a landmark workforce strategy—Our People, Racing’s Future—marking the first time a unified, industry-wide plan has been developed to support those working across British racing and breeding.

Covering an initial three-year period, the strategy sets out a vision to make the sport a more attractive and rewarding place to work, addressing challenges around recruitment, retention, training, wellbeing, and inclusion—particularly in horse-facing roles.

“We must do more to support those at the heart of British racing and breeding,” said Julia Tyson, interim HIPB Chair. “This workforce strategy builds on existing good practice while setting new standards for the future.”

The plan, developed with input from both within the industry and external change-makers, groups actions into five core areas:

  1. Recruitment – Widening access and promoting racing as a desirable career

  2. Training & Development – Modernising skills provision and career pathways

  3. Employment Practices – Promoting flexibility, safety, and consistent standards

  4. Inclusion – Building a diverse, respectful workplace

  5. Wellbeing – Enhancing mental and physical health support

Immediate priorities include addressing staff shortages, expanding vocational training, and strengthening health services.

“The strategy recognises your hard work but also the challenges we face,” said George McGrath, CEO of the National Association of Racing Staff. “This is the beginning of a journey toward long-overdue change.”

Endorsed by the BHA and the Industry Programme Group, the plan now seeks further support from key funders, including the Horserace Betting Levy Board and the Racing Foundation.

“There’s a huge amount of good work already happening,” added former jockey Tom Scudamore, “but this strategy gives us a clearer, more coordinated path forward.”

The strategy represents a pivotal moment for the industry—one that places people at the heart of racing’s long-term sustainability.
