The United Arab Emirates (UAE) has taken significant steps towards expanding its gaming sector, with the General Commercial Gaming Regulatory Authority (GCGRA) granting six new licences over the past year. According to a report by Dubai Casinos, casino-related searches have surged by 28%, reflecting growing public interest.

Among the newly licensed operators is The Game LLC, which runs the UAE Lottery, and Wynn Al Marjan, the country’s first integrated casino resort in Ras Al Khaimah. Despite these regulatory developments, online gambling remains unlicensed, though search interest in digital gaming has steadily increased. Analysts anticipate regulatory shifts in 2025 that could see online gaming and sports betting officially legitimised.

UAE Lottery Leads 2024 Growth

The UAE Lottery experienced the most dramatic growth in 2024, with searches soaring by approximately 3,100%. This surge was driven by The Game LLC’s lottery launch, but interest declined sharply by early 2025, with searches falling by over 50% and an 87% drop in engagement with The Game LLC. The data suggests that while major licensing announcements generate short-term spikes, sustained interest remains a challenge.

Wynn Resorts and the Casino Sector

Wynn Resorts made headlines in 2024 by securing the UAE’s first commercial gaming operator’s licence for its Ras Al Khaimah project. Public interest in Wynn’s casino remained steady throughout the year, with a 17% surge in searches following the licensing announcement in October.

As of early 2025, searches for Wynn Ras Al Khaimah have rebounded by 63% from December to January, indicating sustained curiosity. Meanwhile, potential casino projects, such as MGM Dubai, have seen little change in search interest as they await regulatory approval. Further licensing announcements are expected in the coming months.

Online Gambling Growth Despite Lack of Regulation

Searches related to online gambling increased by approximately 61% in 2024, reflecting growing demand despite the lack of formal regulation. The GCGRA has yet to issue licences for online casinos or sports betting, but analysts predict 2025 could be the year these markets gain legal recognition.

“The steady interest in online gambling suggests a strong audience that could expand significantly if regulation is introduced,” the Dubai Casinos report noted. Industry trends indicate that digital regulation often follows land-based legalisation, making online gambling a likely focus in the near future.

Expanding the Gaming Vendor Ecosystem

In addition to licensing operators, the GCGRA has approved several gaming vendors, including Aristocrat Technologies Europe, Smartplay International, PayBy Technology, and Xpoint Technology. These companies are expected to enhance both digital and land-based gaming experiences through innovative solutions.

“With continued investment in gaming technology, 2025 could see expanded opportunities in lotteries, prize draws, and integrated gaming systems,” the report stated.

The UAE’s gambling sector has undergone a major transformation in 2024, setting the stage for further developments in 2025. Key industry predictions include the potential regulation of online gaming and sports betting, the expansion of physical and hybrid gaming venues, and the continued growth of gaming technology providers.
