Lithuania Introduces Centralised Controls in 2025 Gambling Reforms
On Friday, 8 November, the Seimas (parliament) approved “new provisions” to be added to the Gambling Law of the Republic of Lithuania.

Lithuania is set to strengthen its gambling regulations to curb problem gambling and “prevent irresponsible behaviors.”
On Friday, 8 November, the Seimas (parliament) approved “new provisions” to be added to the Gambling Law of the Republic of Lithuania.
Among the key measures, ministers approved raising the gambling age to a unified 21 years, effective from 1 July 2025. Previously, the 21+ age restriction applied only to casino venues, but it will now cover all gambling activities, both land-based and online, except for Lithuania’s national lottery draws.
Starting in 2025, Lithuanian gambling venues will also be required to have a qualified, dedicated staff member trained by the Gaming Control Authority (LPT) to monitor and intervene in instances of irresponsible gambling behavior, including enforcing a 48-hour suspension when necessary.
Additionally, Lithuania’s Gambling Control Authority will gain expanded powers to monitor and restrict illegal online gambling. Gambling operators will be required to maintain a comprehensive system that records all customer and transaction information, providing the Gaming Control Authority with unrestricted access to review this data.
Financial service providers will also be mandated to block transactions associated with unlicensed gambling websites to further reduce access to unauthorized gambling channels.
The Ministry of Finance, which led these reforms, anticipates that the combined measures will foster a safer gambling environment, reduce gambling addiction, and ensure that licensed operators maintain high standards of social responsibility.
In 2025, a new tax regime will also take effect, raising the income tax rate on slots, casino games, bingo, and online gambling to 22%.
