PAGCOR Revenue Falls 23.4% as Electronic Gaming Decline Weighs on Nine-Month Results

PAGCOR reported lower revenue and profits for the first nine months of 2026, with a sharp decline in electronic gaming income and higher statutory contributions putting pressure on its financial performance.

The Philippine Amusement and Gaming Corporation (PAGCOR) recorded total revenue of PHP64.41 billion, approximately US$1.01 billion, for the nine months to September 2026, down 23.4% year-on-year.

Electronic gaming accounted for the largest decline, with revenue falling 37.2% to PHP27.63 billion. Revenue from licensed casinos proved more resilient, although it also decreased, dropping 3.2% to PHP23.10 billion.

PAGCOR’s own Casino Filipino operations generated PHP7.28 billion, an 8% reduction compared with the same period last year. Poker revenue fell 4.6% to PHP105.86 million.

Combined revenue from gaming operations stood at PHP58.13 billion, down 23.4% year-on-year. Income from other related services declined 38.6% to PHP3.04 billion, while other income remained broadly unchanged at PHP3.23 billion.

Pressure on profitability was compounded by rising costs. Total expenses increased 3% to PHP19.86 billion, with pre-tax profit falling 31% to PHP44.55 billion. Net income dropped 85% to PHP2.17 billion, approximately US$34 million.

The reduction in net income was partly attributed to an October 2025 Supreme Court ruling requiring PAGCOR to remit 5% of its gross revenue to the Philippine Sports Commission, nearly doubling its previous contribution level.

Despite the weaker results, PAGCOR chairman and chief executive Alejandro Tengco said the organisation remained focused on its regulatory responsibilities and sustainable operations.

“While we recognize the impact of lower gaming revenues on our financial performance, PAGCOR remains committed to carrying out its mandate,” Tengco said. “We will continue to pursue responsible and sustainable operations while ensuring that the gaming industry adheres to regulatory standards.”

PAGCOR contributed PHP45.28 billion towards nation-building programmes and other statutory obligations during the first nine months of 2026. This included PHP27.61 billion remitted to the National Treasury.
