PAGCOR Targets December Launch For Licensed iGaming Operator App
PAGCOR is aiming to launch a new app promoting licensed iGaming operators in December as part of its efforts to combat illegal online gambling in the Philippines.

The Philippine Amusement and Gaming Corporation (PAGCOR) is targeting a December rollout for an app designed to direct players towards licensed iGaming operators.
The regulator has provided further details about the platform after initially announcing plans for the app in August.
Development will involve a partnership with Development Bank of the Philippines Data Center (DCI), which will be responsible for developing, operating and maintaining the platform.
PAGCOR’s board of directors approved the development and implementation of the app on 8 October.
DCI To Develop And Operate Platform
Before the platform is fully implemented, DCI must provide PAGCOR with a proof of concept for evaluation and approval.
A six-month assessment period will examine the proposed features, system architecture, security controls and overall feasibility of the platform.
PAGCOR said it retains the right to terminate the agreement if DCI “fails to address deficiencies identified during the evaluation period within a reasonable time.”
Subject to completing the assessment, DCI will oversee the development, operation and ongoing maintenance of the platform.
The initial agreement between PAGCOR and DCI will run for five years.
PAGCOR Targets Illegal Online Gambling
The app forms part of PAGCOR’s wider strategy to tackle illegal online gambling and provide consumers with information about authorised operators.
PAGCOR is also working with the Department of Information and Communications Technology, National Telecommunications Commission and Cybercrime Investigation and Coordination Center as part of efforts to strengthen enforcement against unlicensed online gambling.
The project comes as PAGCOR continues work on separating its regulatory responsibilities from its casino operating activities.
The regulator has said it expects a decision on the proposed separation of its commercial and regulatory functions “very soon”.
