Ecuador To Introduce Palantir AI Technology To Monitor Sports Betting Transactions

Ecuador is preparing to introduce artificial intelligence technology developed by Palantir to monitor financial transactions across its regulated sports betting industry, as authorities strengthen measures against money laundering and other financial crimes.

The country's Financial and Economic Analysis Unit (UAFE) will begin using the US technology company's platform in January 2027, allowing investigators to analyse financial information and identify potentially suspicious activity involving gambling operators.

José Julio Neira, Ecuador's Secretary of Public Administration and former UAFE Director, confirmed the plans during an interview with Teleamazonas, explaining that the technology would be funded through an agreement with the United States government.

The announcement coincides with the introduction of new sports betting licensing procedures, establishing additional requirements for operators regarding financial reporting, customer identification and regulatory compliance.

Palantir To Strengthen Anti-Money Laundering Controls

The UAFE will use Palantir's data analysis technology to examine financial transactions and identify patterns that could indicate money laundering or other suspicious activities.

Sports betting operators have been required to report suspicious transactions to the financial intelligence unit since April 2026, with the new platform intended to strengthen the authorities' ability to analyse the information received.

Neira confirmed that Ecuador would not be directly financing the technology, with the US government providing funding for access to the platform.

“Palantir is arriving through a donation from the United States government, which is donating $8 million dollars annually so that we can access that licence,” Neira said.

The platform will use artificial intelligence to analyse information held by the UAFE, helping investigators identify unusual transaction patterns and potential financial risks.

Neira identified online sports betting as an area requiring particular attention because operators can accept multiple payment methods, creating potential opportunities for third parties to move funds through gambling accounts.

However, he stressed that the government's intention was not to prohibit sports betting, but to improve oversight of licensed operators and the origins of funds circulating through the industry.

Ecuador Introduces New Sports Betting Licensing Requirements

The technology rollout follows the publication of Agreement MINEDEC-MINEDEC-2026-00078-A in Ecuador's Official Register on 5 October, establishing procedures for obtaining and maintaining a Sports Betting Operators Licence (LOPD).

Issued by the Ministry of Education, Sport and Culture, the framework provides for five-year licences and introduces requirements covering player identification, transaction monitoring and technical compliance.

Operators must ensure that every wager, deposit, payment and prize withdrawal is associated with an identifiable and verifiable customer. Their systems must also comply with Gaming Laboratories International's GLI-33 technical standard and include safeguards preventing minors from accessing betting services.

Under UAFE regulations introduced in April, licensed businesses must report unusual or suspicious transactions, appoint compliance officers and implement internal anti-money laundering controls.

Operators breaching these requirements could face licence suspensions of up to 180 days, while certain criminal convictions, including money laundering, fraud or bribery, may result in revocation.

Authorities will also have powers to restrict access to unlicensed gambling platforms through coordinated action involving domain names, applications and payment services.

Annual Licensing Fees And Restrictions Confirmed

Ecuador's licensing framework applies to both domestic and international sports betting operators, with overseas businesses subject to separate registration procedures administered by the Internal Revenue Service.

Under Executive Decree 487, the annual licensing fee is calculated at 655 unified basic salaries, equivalent to $315,710 using the salary benchmark established for 2025.

The fee payable in January 2027 will depend on the updated salary figure, which has not yet been confirmed. Licensed operators must complete their annual payment within the first 20 days of the year.

Importantly, the sports betting licence does not authorise online casinos, land-based casinos, bingo or lotteries, which remain prohibited under Ecuadorian legislation.

The regulations also restrict sports officials, athletes and coaches from placing bets on competitions over which they may exercise influence.

With the Palantir platform scheduled for introduction in January, licensed operators will face increased financial scrutiny alongside their existing regulatory obligations.

The measures form part of Ecuador's efforts to establish a more closely monitored sports betting industry while addressing concerns surrounding illegal financial activity and maintaining the legal distinction between sports wagering and prohibited gambling products.
