Tunisia’s Promosport Launches Tender For Multichannel Betting Platform

Tunisia’s state-owned sports betting operator Promosport has launched a tender for a multichannel gambling platform, seeking suppliers capable of supporting sports betting, lottery products and other games of chance.

The procurement, listed under reference 20260901807-TUNEPS, was published through Tunisia’s public procurement framework, with interested suppliers required to submit their bids by 5 November 2026.

According to information published by Tender Impulse and attributed to the Tunisian Online E-Procurement System (TUNEPS), the project will cover several gambling verticals through a multichannel platform. However, the available documentation does not specify which distribution channels will be supported or whether the development will introduce new betting products.

The tender represents another step in Promosport’s efforts to develop its gambling technology infrastructure, although questions remain about how the latest procurement relates to previous platform development initiatives.

New Tender Follows Earlier Platform Contract

Promosport previously launched a tender for a multichannel online betting platform in September 2025, seeking a technology partner to design, develop, implement and manage a system supporting its betting operations.

According to Tunisia’s High Authority for Public Procurement Control and Auditing (HAICOP), the earlier procurement also included ongoing maintenance and technical support. The tender was published on 2 September 2025, with bids closing on 17 October that year.

Public procurement records indicate that the contract was subsequently awarded on 26 December 2025, with work scheduled to begin on 2 January 2026 and continue for 360 days.

The latest tender therefore arrives while the previously awarded project would still be within its scheduled implementation period. However, no explanation has been provided regarding the relationship between the two procurements, and it remains unclear whether the new platform represents an additional development, an extension of existing infrastructure or a replacement project.

Promosport has also not confirmed whether a supplier has been selected for the latest tender.

Promosport Continues Digital Betting Plans

The operator’s ambitions to expand its digital gambling offering predate both procurement exercises, with plans for an online betting platform having been outlined as early as April 2023.

At the time, Promosport Chairman and Managing Director Adel Zeramdini said the proposed platform could generate TND100 million ($32.5 million) in revenue for the Tunisian state over ten years, equivalent to approximately TND10 million ($3.25 million) annually.

According to Tunisia’s state news agency, Tunis Afrique Presse (TAP), the project was being developed in cooperation with an Italian partner and was expected to launch during the 2023/24 sporting season.

However, publicly available information does not establish whether that platform became operational as planned or whether the initiative is connected to either of the subsequent tenders.

Gambling Legislation Under Parliamentary Review

The procurement comes amid discussions over potential changes to Tunisia’s gambling legislation, with lawmakers considering amendments to the country’s existing regulatory framework.

On 20 January 2026, a group of 23 members of parliament submitted a proposal to amend and supplement Decree-Law No. 20 of 1974, which governs gambling establishments, games of chance and lotteries.

The proposal, which also addresses online gambling, was referred for parliamentary consideration on 29 January. It has not yet been enacted, meaning any changes to the country's gambling regulations remain dependent on the legislative process.

Promosport continues to operate under government supervision, with a ministerial order issued in March appointing Najeh Delalli as the Ministry of Finance's representative on its board.

With the 5 November deadline approaching, the latest tender could provide further insight into Promosport's digital development strategy. However, neither the scope of the proposed platform nor its potential relationship with Tunisia's wider gambling reforms has yet been clarified.
