Jack.com Outlines Implications Of Brazil Gambling Ban For iGaming
Jack.com has outlined its assessment of Brazil’s ban on fixed-odds betting, examining the regulatory implications for operators as the measure faces congressional and legal scrutiny.

Crypto sportsbook and casino operator Jack.com has outlined its assessment of Brazil’s gambling ban and the potential implications for the wider iGaming industry.
Brazil’s Provisional Measure (MP) 1.394, published on 25 September, prohibits the operation, offering, intermediation and advertising of fixed-odds betting throughout the country, covering sports betting and online gaming, including services offered from overseas.
The measure followed the launch of Brazil’s regulated betting market in January 2025 and required betting websites and applications to become unavailable from 6 October.
Players were given until 23:59 on 5 October to voluntarily withdraw balances held with operators, with further procedures established for returning remaining funds.
Jack.com Highlights Regulatory Uncertainty
As a provisional measure, MP 1.394 took effect immediately but remains subject to the legislative process in Brazil.
The measure has also faced legal challenges from industry groups, creating further uncertainty around the future structure of the country’s betting market.
Jack.com said the developments demonstrate the need for operators to account for regulatory changes when assessing market access and long-term investment.
“The Brazil betting ban shows how quickly a regulated market can change,” Jack.com said in a statement. “Operators that treat a licence as a fixed asset are exposed. A licence can change, so it needs a plan.
“Whether Congress approves the Brazil gambling ban or lets it lapse, the lesson is the same. Operators should prepare for both outcomes now.”
Brazil Ban Raises Wider Questions For Operators
Jack.com said regulatory risk should form part of operators’ wider strategies, particularly when market access and revenue forecasts depend on rules that can change at short notice.
The company also highlighted transparency and player protection as important considerations when establishing sustainable regulated gambling frameworks.
“Regulation, transparency, and player protection are the base of a credible iGaming market,” Jack.com said. “We build around all three and expect them to matter more in every market.”
