Brazil Blocks More Than 66,000 Illegal Betting Domains
The SPA has also issued more than BRL18 million in fines as Brazil intensifies enforcement against illegal operators and regulatory breaches.
Brazil's Secretariat of Prizes and Betting (SPA) has blocked 66,482 illegal betting domains since the country's regulated market began operating, highlighting the continuing scale of enforcement against unauthorised gambling.
Figures obtained through Brazil's Access to Information Law cover the period from 15 January 2025 to 2 September 2026. Authorities have also removed 1,511 online profiles linked to illegal betting activity between January 2025 and August 2026, including 565 taken down during 2025.
The figures underline the challenge Brazil continues to face in separating its regulated betting sector from operators attempting to reach Brazilian consumers without federal authorisation.
SPA Advances More Than 100 Sanctioning Proceedings
The SPA has processed or archived 103 administrative sanctioning proceedings since January 2025, with 68 having reached a decision. Of these, 56 have been concluded at administrative level and 12 are subject to appeals.
A further 31 proceedings are awaiting judgment, while two have progressed to the courts and another two are involved in discussions over potential settlement agreements.
The SPA explained that opening an administrative sanctioning proceeding does not mean a case is immediately ready for judgment. Investigations can involve formal notifications, requests for additional documents and information and the submission of preliminary defences before being referred to the Sanctioning Action Subsecretariat for a decision.
Among cases already decided, the regulator has issued 42 warnings, 20 fines and one fine accompanied by a suspension of activities. Five proceedings were closed during the inspection process after the conduct under investigation was corrected.
Fines Reach More Than BRL18 Million
Financial penalties imposed by the SPA have reached BRL18.019 million, of which BRL3.091 million has so far been collected. A further BRL1.421 million has been registered as federal government debt, while BRL600,000 is currently subject to suspended enforceability following a court ruling.
Responsible gambling requirements account for 12 of the 103 administrative proceedings. Five of those cases have been decided, resulting in three warnings and two fines collectively worth BRL5.739 million.
Five proceedings relate specifically to alleged breaches of betting advertising regulations. Three have been decided, one remains under analysis and another has reached the courts, with the judicialised case involving four fines totalling BRL5.544 million.
The number of individual regulatory infringements can exceed the number of proceedings because a single case may examine several alleged violations.
Enforcement Highlights Scale Of Illegal Market Challenge
Alongside sanctions, Brazil's regulated betting sector is generating revenue through the country's inspection fee. Collections reached BRL105.04 million during 2025, followed by another BRL65.22 million through July 2026, with the funds directed towards the Ministry of Finance structure responsible for overseeing fixed-odds betting.
The blocking of more than 66,000 domains in less than two years demonstrates the scale of the challenge facing authorities as they attempt to channel betting activity towards federally authorised operators.
Brazil has increasingly combined domain blocking, social media enforcement and administrative sanctions as part of its efforts to restrict illegal operators while strengthening compliance within the regulated market.
