Dutch Regulator Begins Issuing Five-Year Online Gambling Licence Renewals

The Dutch gambling regulator, the Kansspelautoriteit (KSA), has begun granting renewed five-year operating permits to online gambling platforms ahead of a critical deadline on 1 October 2026.

The upcoming cutoff marks the expiration of the initial five-year licences awarded when the Netherlands first opened its regulated digital market in October 2021. Following a comprehensive review process by the watchdog, several major industry players—including state-backed Holland Casino, TOTO Online, and Belgian brand Bingoal—have already secured approvals to extend their market presence through to 2031.  

Other prominent operators, such as bet365, Kansino, BetCity, and Fair Play, are required to submit complete applications and meet regulatory standards before 1 October to maintain uninterrupted business operations in the jurisdiction.

Commenting on the approval, Bingoal said in a statement:

We are incredibly proud to announce that Bingoal’s Dutch licence has officially been renewed by the Kansspelautoriteit (KSA) for another five years. Having been among the first operators to receive a licence in 2021, we are proud to once again be among the first to successfully complete the renewal process.

A Changing Regulatory Landscape

Operators securing their second licensing period face a vastly different regulatory environment from the one established during the market's 2021 launch. Over recent years, Dutch authorities have systematically tightened market controls by banning public figure endorsements in gambling promotions, introducing strict prohibitions on untargeted advertising, and implementing a complete ban on sports team sponsorships.

Stressing the balance between player protection and market health, Petra de Ruiter, Chief Executive Officer of Holland Casino, stated:

We will continue to commit to a safe and responsible online offering, where player protection always comes first. At the same time, it remains essential that the regulated market is attractive enough to keep players away from unregulated providers, where supervision and protection are lacking.
